The goal of this program is to change the school's culture so that bullying is no longer acceptable, not only to the adults, but to the students as well. Adults cannot control the aggressive student behavior that exists on every campus by themselves. 

Every day many students get their feelings hurt or they get physically hurt.  When that happens, they can't pay attention and learn...and they don't enjoy school.  Even though there are rules against teasing and bullying, it still happens. Even though teachers and other adults watch at recess and lunch, it still happens.
